[Lazarus] FileMenuHandler and bzip2lib packages available on the Lazarus-ccr

Juha Manninen has converted a streaming library wrapper for bzip2 and
a FileMenuHandler component for use with Lazarus. Documentation pages
have been added to the Lazarus wiki and the packages are now available
for download:
